Before analysing the specific issues put forward by the entities that sent their contributions within the scope of the public consultation to which the draft regulation was submitted, the more general aspects raised by the respondents are summarised below.
It should be noted that a set of issues was raised by the respondents whose response is beyond the scope of the present draft decision, involving matters that fall essentially under the definition of the auction model and the conditions that the said rights of use are subject to, to be included in the corresponding regulation.
As such, and without prejudice to the relevance of said issues, the comments and proposals presented shall not be analysed in this report.
