Entry into force and application of the first set of DSA rules, specifically1:

  • Transparency reporting obligations for providers of intermediary services2;
  • Provisions granting the European Commission competence to adopt implementing acts or delegated acts with respect to transparency reports3, the designation of VLOP and VLOSE4, annual independent auditing of VLOP and VLOSE5 and provision to vetted researchers, by VLOP and VLOSE, of access to data6;
  • Supervision fees for VLOP and VLOSE7;
  • Provisions on supervision, investigation, enforcement and surveillance of VLOP and VLOSE8;
  • Common provisions on implementing the DSA9;
  • Procedural provisions relating to the adoption of delegated acts and implementing acts by the European Commission10.

Publication in Diário da República (Official Journal) of Order no. 1747/2024 of 15 February https://diariodarepublica.pt/dr/detalhe/despacho/1747-2024-852762925 (in Portuguese), which determines the creation of a national working group with the aim of carrying out a survey to assess requirements for bringing the internal legal order into line with the DSA.

Publication in Diário da República (Official Journal) of Decree-Law no. 20-B/2024 of 16 February https://diariodarepublica.pt/dr/detalhe/decreto-lei/20-b-2024-852994087 (in Portuguese), which appoints the competent authorities and the Digital Services Coordinator (DSC), responsible for the implementation and supervision of the DSA in Portugal.
