Consultation of the revision of the Regulation on the Quality of Service


As per determination of 25 March 2009, ANACOM approved the draft revision of the Regulation on the Quality of Service (Regulation no. 46/2005 of 14 June) applying to companies that provide the service of access to the public telephone network at a fixed location, and the publicly available telephone service at a fixed location.

The Regulation intends namely to help provide users access to updated, clear and comparable information on the quality of service, thus enabling them to choose the operator that they consider most suitable to satisfy their needs. Given the market’s evolution and the experience gained in three years following-up the enforcement of this Regulation, ANACOM considered that it should clarify some of its concepts/provisions, create mechanisms in order to improve the release of information on quality of service, focus that release on the most unprotected customer segments, and adapt some quality parameters that were set in the beginning.

Therefore, a draft revision was made to article 6 (Information to be submitted to ANACOM), article 7 (Making information available to end users), and to the corresponding Annex (Parameters of Quality of service - PQS - for access to the telephone network at a fixed location and to the publicly available telephone service at a fixed location - FTS).

This draft is subject to the regulatory procedure foreseen in article 11 of ANACOM’s Statutes and to the general consultation procedure established in article 8 of the Electronic Communications Law. A period of 30 working days was set for interested parties to comment, in the context of both procedures.

Once the consultation process is concluded, the received comments will be publicly released, on this website, and therefore interested parties should clearly indicate the elements that they consider confidential.
