ANACOM approves Regulation on requirements for providers of publicly available electronic communication services to ensure equivalent access and choice for disabled end-users


On 2 February, ANACOM approved the Regulation on requirements to be met by providers of publicly available electronic communication services to ensure equivalent access and choice for disabled end-users.

This Regulation lays down measures to ensure that disabled end-users:

a) have access to electronic communication services, including to contractual information pursuant to articles 120 and 123 of the Electronic Communications Law, on terms equivalent to those available to the majority of end-users; and

b) benefit from the choice of companies and services available to the majority of end-users.

The purpose of this Regulation is to set out the requirements that companies must ensure for disabled end-users in the provision of publicly available electronic communications services, in order to give them effective access to those services on an equal basis with other end-users, in particular with regard to access to contractual information, communications and invoicing, customer service and technical support, information on affordable access equipment and software, and tariffs optimised for their specific disability.

This regulation will be published in the Official Gazette and will enter into force on 28 June 2025, the same date as the entry into force of Decree-Law No 82/2022 of 6 December, which transposes Directive (EU) 2019/882 of the European Parliament and of the Council of 17 April 2019 on the accessibility requirements for products and services.
