ANACOM approves criterion for assessing compliance with universal postal service quality indicators


ANACOM approved, on 15 March 2022, the final determination on the criterion to be adopted to assess compliance with performance targets associated to quality of service indicators (QSI) of the universal postal service, calculated through samples.

Given that the «Quality of service parameters and performance targets associated with the provision of the universal postal service», set by decision of 12 July 2018https://www.anacom.pt/render.jsp?contentId=1457268, remained applicable in 2021, and taking into account the provisions of the decision of 16 July 2020https://www.anacom.pt/render.jsp?contentId=1556041, in which the criterion to be adopted to assess compliance with the performance targets associated with QSI calculated through samples for 2019 and 2020 was approved, ANACOM determined as follows:

  • Performance targets for QSI relating to standard mail (QSI1 and QSI2), priority mail (QSI3 to QSI6), newspapers and periodicals (QSI7 to QSI12), bulk standard mail (QSI21 and QSI22) and waiting times at postal establishments (QSI23 and QSI24) shall be deemed to be met, where the upper limit of the 95% confidence interval of the observed value is greater than or equal to the target value for the respective QSI.
  • For the purposes of the previous item, CTT - Correios de Portugal (CTT) is requested to send ANACOM the 95% confidence interval of the observed value of each of the aforementioned QSI, rounded to the second decimal place, as well as all the calculations carried out to determine it.
  • The referred information is sent to ANACOM together with the annual reports on quality levels registered that year.
  • The provisions set out in the previous points shall apply to the IQS in force as of 2021, inclusive, and shall remain applicable throughout the period of validity of the Download file Quality of service parameters and performance targets associated with provision of the universal postal service», defined in the aforementioned decision of 12 July 2018.

On this date approval was also given to the report of the prior hearing and public consultation to which the draft decision, which had been approved on 29 December 2021, was submitted.
