25th BEREC plenary meeting and IRG General Assembly - London


London hosted on 10-11 December 2015 the fourth and last meeting in 2015 of the Board of Regulators (BoR), the Management Committee (MC) and the BEREC Office, as well as the General Assembly of the Independent Regulators Group (IRG), chaired by the Fátima Barros, the head of ANACOM and of BEREC in 2015.

Highlights among the various issues considered at BoR level include approval of the opinion and contribution from BEREC on the regulatory framework review in response to the request from the European Commission (EC), the elections for chair of BEREC in 2017 and the vice-chairs in 2016, the speech by European Commissioner Oettinger and approval of BERECs working programme for 2016.

Several other documents were also approved, specifically the report on internet protocol (IP) based interconnection for voice services, the report on analysis and regulation of oligopolies, and the update of the report on equivalent access and choice for disabled end users, as well as the joint BEREC/European Regulators Group for Postal Services (ERGP) opinion on price transparency and regulatory control of cross-border parcel delivery.

At MC level a number of administrative matters concerning how the BEREC Office functions were considered.

The IRG General Assembly also dealt with administrative questions; the approval of the IRG’s working programme for 2016 stands out.

BEREC also held a two-session workshop on 9 December 2016. The first session served to discuss and complete BEREC’s response to the EC’s request concerning the review of the regulatory framework. The second was jointly organised with the Federal Communications Commission (FCC) and concerned net neutrality; it counted the participation of FCC chairman Tom Wheeler.
