Committee for ITU Policy (Com-ITU) meeting - Bonn


The CEPT Committee for ITU Policy (Com-ITU) held a meeting last 4-7 May in Bonn, devoted mainly to preparing for the next ITU Plenipotentiary Conference (PP-10), scheduled for this coming 4-22 October in Mexico.

The Bonn gathering saw adoption of the first set of European Common Proposals (ECPs) to defend at PP-10:

  • ECP on financial implications ? Proposal drafted by Portugal, creating the necessary mechanisms to include a cost estimate in proposals to submit to ITU conferences, assemblies and meetings;
  • ECP on TSAG (Telecommunication Standardisation Advisory Group) ? Proposal aiming to maintain TSAG?s functioning per the current terms;
  • ECP on climate change ? Proposal urging the ITU to take a leading role in applying ICTs towards resolution of the climate change problem;
  • ECP on IPv6 ? Proposal aiming to encourage the development of IPv6;
  • ECP on resolution 86 ? Proposal aiming not to change the procedures for publishing, co-ordinating, notifying and registering the allocation of frequencies assigned to satellite networks;
  • ECP on ITU Telecom ? Proposal to review the functioning of ITU exhibitions/forums.

Com-ITU is currently preparing a new set of ECPs, and Portugal is taking part in this work. Other regional CEPT counterpart organisations were also asked to participate in this meeting. In this regard, the representatives of the APT (Asia-Pacific Telecommunity), CITEL (Inter-American Telecommunications Commission) and the Arab Group had the opportunity to present the proposals to submit to PP-10 and the WTDC-10 conference.

Com-ITU also adopted a second set of ECPs for the ITU World Telecommunications Development Conference (WTDC-10), to be held from 24 May to 4 June 2010 in India, as follows:

  • ECP referring to a question on climate change ? creation of a new question in Study Group 2 of the ITU Development sector on the role of information and communication technologies (ICTs) in reducing the impact of climate change;
  • ECP on e-accessibility ? proposed new resolution on the creation of a regional initiative on e-accessibility for people with special needs;
  • ECP on resolution 6 ? proposal to revise Resolution 6 on private sector participation in activity of the ITU Development sector.

The next Com-ITU meeting will be held in September 2010 in Vilnius, Lithuania.
