21.1. International cooperation


21.1.1. Multilateral cooperation

21.1.1.1. INCM - Instituto Nacional das Comunicações de Moçambique (National Communications Institute of Mozambique)

Under the cooperation agreement concluded between the Telecommunications Business Association (ACIST-AET), ICP-ANACOM and INCM to provide training for technicians in the field of information technology, a course was held in Mozambique in the first half 2012.

21.1.1.2. Centre of Excellence for Portuguese and Spanish speaking countries in Africa (ITU CoE)

In 2012, at the premises of ICP-ANACOM, the subcommittee of experts of the ITU Centre of Excellence held its 4th meeting, identifying and discussing the programmes and trainers for the 2012 plan. ICP-ANACOM played an active role in the management and coordination of 12 training courses conducted at the ITU CoE, providing six trainers out of a set of 22.

Training was given to 358 African technicians and managers in subjects which include digital TV, Internet domain and numbering management, distance learning, open access and net neutrality, spectrum management and control, economic regulation, VSat systems, concepts for a regulatory framework, US/access, NGN/interconnection and submarine cables.

21.1.2. Bilateral cooperation

ICP-ANACOM pursues bilateral cooperation through specific actions stemming from cooperation protocols concluded with counterpart bodies.

In the particular case of Portuguese-speaking African countries (PALOP) and East Timor, these protocols are complemented by the development of PIC - planos indicativos de cooperação (Indicative Cooperation Plans), lasting three years, as embodied in the PAC - planos anuais de cooperação (Annual Cooperation Plans)

In this context of PIC and PAC, the following activities are reported:

21.1.2.1. Cape Verde (ANAC - Agência Nacional de Comunicações)

ANAC took part in actions promoted by ICP-ANACOM in the context of the performance of the spectrum auction and at sessions to discuss technical and legal aspects of the ITED/ITUR Regulation. In turn, ICP-ANACOM took part in a workshop organized by ANAC on the same subject, and provided a training programme for staff of ANAC's operational oversight area, on the compilation and analysis of information, planning and auditing and inspections, with an emphasis on relational aspects.

21.1.3. Guinea-Bissau (ARN)

In 2012, ICP-ANACOM provided training on a wide range of subjects in the communications sector to two members of staff from Guinea Bissau's regulator.

21.1.4. Sao Tome and Principe (Autoridade Geral de Regulação - AGER)

Cooperation with Autoridade Geral de Regulação de São Tomé e Príncipe (AGER) entailed a series of meetings held in Lisbon, technical consultation on a financing project of the African Development Bank and technical support for the revision of the basic law on telecommunications in the country and the drafting of the new statutes of AGER.

21.1.5. Mozambique (INCM - Instituto Nacional das Comunicações de Moçambique)

Under the protocol signed between Instituto Nacional das Comunicações de Moçambique (INCM), ICP-ANACOM and ACIST-AET, a course was held in Maputo to provide ITED installer qualification, attended by 14 trainees. Training courses were also provided on the multi-band auction and on legal and technical aspects associated with the ITED/ITUR Regulation.

A joint meeting was held to address issues of numbering and the auditing of statistical indicators of international traffic.

The two authorities also cooperated with regard to measuring and monitoring public exposure to electromagnetic fields, and at the end of the year, ICP-ANACOM started preparing a response to a request from INCM on this matter.

21.1.6. Angola (INACOM - Instituto Angolano das Comunicações)

High-level actions took place during the year between the administrations of the Portuguese and Angolan regulators, along with training activities on options for Angola's Digital Dividend.

Under the tripartite cooperation with ITU, ICP-ANACOM participated in the mission conducted in Angola for development of the country's strategic sector plan.

21.1.6.1. Brazil (ANATEL - Agência Nacional de Telecomunicações)

In 2012, contacts were conducted at a technical level on network infrastructure sharing. At meetings of the ANACOM-ANATEL coordination committee, issues were addressed such: as the protection and defence of users of telecommunications services; competition rules and remedies in Portugal and in Europe; and mobile and broadband services.

21.1.6.2. Morocco (ANRT - Agence Nationale de Réglementation des Télécommunications)

Under the cooperation protocol between ICP-ANACOM and Agence Nacionale de Réglementation des Télécomunications (ANRT), the third high-level meeting was held in Lisbon, with discussion of several themes: the main measures adopted by ICP-ANACOM in the context of regulation, the transposition of the new regulatory framework, the auction for allocation of rights of use of frequencies, DTT and net neutrality.

As regards DTT, ANRT expressed interest in ICP-ANACOM conducting a mission of technical cooperation in this area.

21.1.6.3. Vietnam (VNTA - Vietnam Telecommunication Authority)

A meeting was held for the institutional presentation of the two authorities, enabling the exchange of information relevant to both regulators and to the telecommunication sectors of the two countries. The possibility was raised of establishing a deeper relationship between the two organizations in the near future.

21.1.6.4. South Korea

ICP-ANACOM received a delegation from the Republic of Korea, comprising 25 members representing various entities linked to the information and communication technology (ICT) sector, including the National Information Society Agency, the Ministry of Public Administration and Security and the National Commission for Science and Technology.

Several themes were discussed: US, broadband and investment in Long term evolution (LTE).
