PT Policy meeting - Ljubljana


The Slovenian capital Ljubljana hosted last 28-29 September a meeting of the Policy project team (PT) of the European Committee for Postal Regulation (CERP). The agenda once again centred on latest developments in the Universal Postal Union (UPU) and European Commission (EC) regarding application of the third Postal Directive.

In European Matters, the invited EC representative provided the EC’s view on the European governments’ role during this period of transposing community legislation into national regulation frameworks, and on which questions are inherent to the necessary co-operation between ministries and regulatory bodies throughout the process, stressing the relevance of the regulators’ role.

Regarding UPU issues, the central theme of PT Policy’s mandate, the invited UPU representative went over the subjects to discuss at the annual session of that UN specialised agency’s Council of Administration, under way in October and November in Berne, giving special emphasis to the first Postal Regulation Forum, meant to gather high level representatives from regulators and other decision-makers worldwide. This PT also discussed the topic of UPU reform and studied documents that may eventually serve as a working basis to draw up European common positions to defend in the UPU.

The next PT Policy meeting will be held in Lisbon at ANACOM’s invitation, on a date still to be determined.
