International Telecommunications Regulation Revision Group of Experts meeting - Geneva


The fourth meeting of the ITU group of experts in charge of revising the International Telecommunications Regulation (ITR) took place last 2-5 June in Geneva. It was the last meeting of the group devoted to revising the ITR provisions, about which consensus had still not been reached on the best way to revise and to prepare the report for the 2009 Council session.

Also worth stressing is the debate around Opinion 6 of WTPF-09, concerning the ITR revision. Some member States hold that the group should analyse and include in the ITR, if appropriate, the emerging issues identified in that opinion. Others recalled that the group's mandate is only to revise the current text. On this point a decision was made to include a note in the relevant provisions indicating the issues identified at the 2009 World Telecommunications Policy Forum (WTPF), but without actually including them in the text.

Note also that the meeting manifested a clear intention to go ahead with the World Conference on International Telecommunications (WCIT). The 2010 Plenipotentiary Conference will be expected to set the dates and agenda and to create a preparatory process ahead of that conference.
