40th plenary meeting - Luxembourg


The city of Luxembourg served as venue last 6-8 May for the 40th plenary meeting of the European Committee for Postal Regulation (CERP).

Besides approving the activity reports from all the CERP project teams and working groups, the plenary session was also informed of the latest developments vis-à-vis the process of reorganising the European Conference of Postal and Telecommunications Administrations (CEPT), of which CERP is one of the committees, as well as the creation of a new CERP logo and the inclusion of material on the CEPT website.

The gathering also approved the signing of a co-operation protocol for the 2009-2012 period between CERP and the Regional Commonwealth in the Field of Communications (RCC), a limited union of the Universal Postal Union (UPU), as is CERP. This protocol is included in the ambit of the existing memorandum of understanding between CEPT and the RCC.

The plenary meeting also included two forums: one on ''Concepts regarding Universal Service Provision'' and the other on the ''Effects of Technology and Convergence with Media in Postal Market Definition''. It also counted the participation of representatives from the European Commission and the UPU, who respectively reported on the current status of 3rd Postal Directive implementation compared to the proposed calendar (on reaching the middle of the implementation period) and on the UPU’s latest activities.

The next CERP plenary session will be held in Monaco on 18-20 November 2009, while Poland was presented as host of the 42nd plenary session, whose date and venue have yet to be determined.
