ANACOM cooperation in 2002

ANACOM assumes the institutional and technical cooperation as an important activity of its sphere of action. This cooperation, both bilateral and multilateral, has, in a way, followed the policies and priorities that were established at governmental level, complementing them in ANACOM's intervention domains.

As far as the bilateral technical assistance is concerned, ANACOM has organized, in 2002, seven training actions, involving twenty-three trainees from African Portuguese Speaking Countries and from East Timor, on the following subjects:

  • Telecommunications engineering, spectrum management and numbering (from 16th to 27th September)
  • Sector regulation and public tenders (from 30th September to 4th October);
  • Information systems - training given under outsourcing (from 7th to 18th October);
  • Human resources, accounting and financial management, administration and finance, information systems, public attendance/archive (from 14th to 18th October);
  • Standardization (from 21st to 25th October);
  • Supervision of the radio spectrum (from 18th to 22nd November);
  • International relations and cooperation (from 25th to 29th November).

It was also granted to the Guinea-Bissau Communications Institute (ICGB) some radioelectric supervision equipment, as well as it was supported the participation of one ICGB technician in a training action carried out by the International Telecommunications Union (ITU) on Internet and IP voice.

Within the scope of the relations with Brazil and under the existing cooperation protocol, several contacts were maintained with the National Telecommunications Agency (ANATEL) on specific matters. Moreover, ANACOM hosted a technical visit of INMETRO - National Weather, Standardization and Industrial Quality Institute of Brazil, for exchange of experiences at standardization level.

At the multilateral cooperation level, ANACOM attended the VI Postal and Telecommunications Administrations and Ministers Meeting of the Portuguese Speaking Counties Community (CPLP), held on 25th of April, in Cape Verde, in which the Assistant Secretary of State for the Minister of Economy was present, as well as the first International Telecommunications Seminar, also within the scope of CPLP, which was held in Luanda, from 16th  to 18th  July.

ANACOM also followed the General Meeting and "Communications and Competition" Forum of the Postal and Telecommunications Operators of the Portuguese Speaking Countries and Territories (AICEP), held in Cape Verde, during the CPLP Meeting. Furthermore, ANACOM made a presentation during AICEP Seminar on "Quality and Safety - Competitiveness Tools", which was held in Cap Verde, in November, and took part, as invited observer, in the I Meeting with the Postal Strategic Partners of S. Tomé e Príncipe, in the same month.
