WTPF-09 - Strategic Dialogue on ICTs


The Strategic Dialogue on Information and Communication Technologies (ICT) took place on 21 April 2009 on the theme "Confronting the Crisis" and was presented at the morning session of the 4th World Telecommunication Policy Forum (WTPF-09).

The opening session of the Strategic Dialogue was attended by the Minister of Public Works, Transport and Communications, Mario Lino, who underlined the Government's commitment to the development of the information society (particularly through the implementation of the technology plan and the Magalhães initiative), prioritizing investment in next generation networks (NGN) and innovative infrastructure in tackling the crisis.

Meanwhile, the ITU Secretary General, Hamadoun Touré, stressed that the crisis may in fact be a window of opportunity, enabling new institutions to be created, revitalizing communications and allowing new players and technologies to emerge in the market.  He also emphasised the role of the United Nations (UN) and the International Telecommunication Union (ITU) in this process, as facilitators of dialogue between the various sectors.

Proceedings were divided into four sessions, which focused on the following subjects: the nature of the crisis and future forecasts; the strategic importance of ICT and the role of investment and funding in overcoming the crisis; the importance of more appropriate regulation; the relevance, in view of the industry, of economies of scale and low cost equipment and more efficient use of the spectrum.

Additional issues were addressed related to the development of applications for people with special needs and the potential of telecommunications to reduce the impact of climate change.
