Approval given to the amendment to the Specifications for Portability


By determination of 15 April 2009, ANACOM has given approval to the amendment of the Specifications for Portability, as well as the respective Statement of Reasons.

According to Regulation no 87/2009 (article 4, paragraph 2), published on 19 February, Annexes I and II of the Specifications for Portability should be reviewed and updated by the companies with portability obligations and by the Reference Entity in coordination with ANACOM, and made available on the website of this Authority within a period of not more than 2 months following the Regulation’s publication.

In compliance with this requirement, ANACOM requested the participation of all providers with portability obligations and the Reference Entity (RE) in meetings with the goal of initiating the work of updating the Annexes. In this context, six meetings took place with the companies which decided to participate, three of the Working Group for the Technical Interface (GTIR), to analyse and specify the changes for annex I, and, likewise, three of the Working Group of Administrative Processes (GTPA), with respect to annex II.

During the meetings there was discussion of the different ways of putting the changes in the amended Portability Regulation into operation, with the companies involved making contributions and presenting their positions, interests and objections with respect to the choices between the various options.

The analysis provided in the statement of reasons sets out, in summary form, the most significant changes made in the Specifications - Annex I and Annex II - and also presents the grounds for the options chosen in situations where no agreement was reached between the companies.
