Study Group - SG 1 (Spectrum Management) - WP1A and WP1B - Seoul


The South Korean capital Seoul hosted from 25 February to 4 March 2009 the second meetings of working parties 1A (WP1A) and 1B (WP1B) since the 2007 World Radiocommunication Conference (WRC-07).

The main issues dealt with by WP1B, which covers spectrum management methods and economic strategies, concerned the following WRC-11 agenda points: item 1.22, concerning issues involving short range devices (SRD), specifically the revision of Recommendation ITU-R SM.1538-2 on ''Technical and Operating Parameters and Spectrum Requirements for Short-Range Radiocommunication Devices''; item 1.19, concerning software defined radio & cognitive radio systems (SDR & CRS); and item 1.2, which examines methods related to ''Enhancement of the International Regulatory Framework''. Note also that WP1B has produced common definitions for all radiocommunication services for SDR and for CRS, which will continue to be developed at upcoming meetings, and has continued to provide grounds for the advantages and disadvantages of the various methods being discussed to respond to item 1.2 on the WRC-11 agenda.

WP1A, which handles issues involving spectrum engineering techniques, focused discussion on ITU-R question 221-1/1 on power line telecommunication (PLT) systems and continued the work on producing the report on compatibility between PLT systems and affected radiocommunication services, as well as on item 1.22 of the WRC-11 agenda, which concerns issues involving SRD. It must be underscored that WP1A's objective for SRD has to do with compatibility aspects and that different methods are being developed, among others the development of a mask for the various bands in which SRD devices operate. A number of ITU-R recommendations were also revised, and the development of studies on frequency usage between 275 GHz and 3000 GHz by radiocommunication services continued.
