Quality of the Fixed Telephone Service in 2008


ANACOM has released the report on the quality of fixed telephone service in 2008. This report includes information on the quality of service offered by the various companies providing the service of access to the public telephone network at a fixed location and the publicly available telephone service at a fixed location (FTS), reported under the terms of Regulation no. 46/2005, published on 14 June 2005 (Quality of Service Regulation).

The information used was that which, pursuant to the cited Regulation, was provided to ANACOM by the companies providing FTS with reference to the 2008 performance targets (levels of service quality which, in early 2008, each company proposed to offer to its customers throughout the year), as well as the levels of service quality reported quarterly by each company for 2008, according to the following quality of service parameters (PQS):

  • PQS1 - Supply time for initial network connection;
  • PQS2 - Fault rate per access line;
  • PQS3 - Fault repair time.


Under the terms of article 7 of Regulation no. 46/2005, at the sites and points of sale of each company, end-users should be given notice of the following information:

 - Performance targets for 2009 (levels of service quality which the company proposes to achieve for 2009 with respect to all applicable PQS);
 - Annual levels of quality of service of the company, reported in 2008 for all applicable PQS.
