ICCP - Paris - 5-7 March


Paris hosted last 5-7 March the 54th meeting of the OECD Committee for Information, Computer and Communications Policies (ICCP), which counted the participation of representatives from ANACOM as well as Portugal's UMIC (Knowledge Society Agency) and the country's Permanent Delegation to the OECD.

As this was the first ICCP meeting in 2008, the board (chairs and vice-chairs) was elected; it is responsible for animating the committee and for ''first-hand'' consideration of documents to be debated by the ICCP. This encounter particularly focused on preparations for the ministerial meeting on the future of the internet to be held this coming June in Seoul, South Korea. Noteworthy is the draft declaration that should result from that gathering, which will be presented for information and eventual comments to the OECD Council at its next meeting on 30 April. Also regarding preparations for the Seoul meeting, the ICCP decided to propose to the Council that participation in and signing of the declaration be extended to non-members of the organisation.

Also to submit to the 30 April Council, the ICCP approved the respective proposed Recommendations on Enhanced Access and More Effective Use of Public Sector Information, and also approved and decided to make public the following documents:

  • Policy orientations on Convergence and Next Generation Networks, Enhanced Competition in Communications (protection and strengthening the position of consumers), Digital Content and RFID (Radio Frequency Identification);
  • The new version of the Policy Framework - note that this document will also be presented at the aforementioned Council meeting for information and comments.

Lastly, the Committee approved recommending to the Council that Chile and Slovenia be ad hoc observers in the ICCP and respective WPs during the membership process.
