Procedures to be verified in that concerning the operability of call selection for users connected to Portugal Telecom (PT) LEDs
The determination regarding to the procedures to be verified in that concerning the operability of call selection for users connected to Portugal Telecom LEDs was approved on the 29th of December 1999.
Thus, under the terms of Article 16 of Decree Law no. 415/98 dated 31/12/98, and taking into account the guideline objectives contained in Article 4 of the same diploma, the following procedures are to be verified in the situation under appreciation
a. PT must promote and anticipate the substitution of all equipment that may cause difficulty to the suitable working order of access to all functions with all haste;
b. In this sense it is recommended that a revision be made of the plan of substitution of the LED system in order to speed up the substitution of this technology, whereby PT must present to ICP the said plan of substitution of the LED system, the provisional date of substitution, the number of subscribers served and the location of the exchange within a period of 10 weekdays, in accordance with paragraph a) of Article 22 of Decree Law no. 415/98 dated 31/12/98;
c. All PT switchers where complete CLI identification is not possible must be clearly identified, with all interested entities being informed of such conditions, which being aware of the said limitation shall confirm their interest in providing carrier services to clients connected to those commuters;
d. The inconvenience caused by the non-identification of CLI must be minimised, especially through the adequate processing and suitable availability of the respective CDRs;
e. In cases where the operator chooses not to let the user have access to the indirect access service, the user must be informed of the cause of such impediment in a clear, neutral and objective manner;
f. Furthermore, whenever possible PT must settle agreements with the interested entities over alternatives conducive to the operability of access to the functionality of call-by-call selection on a casuistic basis and which must be offered without any additional costs and in clear and non-discriminatory conditions.
