New Council Oversight Group (NCOG) - Geneva


The ninth and last meeting of the ITU?s New Council Oversight Group (NCOG) was held on 13 September in Geneva, in the format approved by the 2005 Council session and revalidated by the 2006 session.

The Group examined the reports from the secretariat and the supporting team on developments affecting implementation of the projects envisaged in Council Resolution 1243. Project implementation was generally taking place according to plan, in terms of both deadlines and costs. Particular emphasis was given to the project on key performance indicators (KPI), which had made notable progress since the previous meeting (late June), following the selection and beginning of activity by an outside consultant taken on to support the ITU secretariat. Note that this project aims to determine the indicators that will enable a connection to be made between the strategy and finance plans, to be approved at the Plenipotentiary Conference (PP-06), and the operational plans, adopted annually by the ITU Sectors, whose priority nature was recognised in previous meetings by the NCOG.

As this was the last meeting, the group likewise approved its report for the final session of the 2006 Council, to be held immediately before PP-06, which reports on project developments since the regular Council session (April), indicating that same will not be completed by PP-06. The group proposes that the Council should submit its report to the PP so that the latter can analyse the work carried out since the previous Conference and give instructions on its continuation to the Council and Secretariat.

The group gratefully acknowledged the contribution and commitment of its chairman, Portugal?s José Saraiva Mendes, whose leadership was decisive for the results obtained. The chairman in turn thanked the group members and ITU secretariat for their collaboration and co-operation.
