WG RRC06 - Riga

The sixth meeting of WG RRC-06 was held in Riga, Latvia, on 11-13 April. This group?s mission is to handle matters concerning preparations for the second session of the Regional Radiocommunications Conference (RRC-06) for planning digital terrestrial broadcasting in the III, IV and V bands.
 
The meeting saw finalisation of the work regarding ten European common proposals (ECPs), agreed to by most of the Administrations present:
 
- ECP 2 (planning principles);
 
- ECP 3 (texts for the Agreement resulting from RRC-06 and for possible RRC-06 Resolutions and Recommendations);
 
- ECP 3-A3 (annex 3 of the Agreement ? basic characteristics to be submitted in application of articles 4 and 5 of the Agreement);
 
- ECP 3-A4-I (secion I of annex 4 of the Agreement ? limits to determine when an agreement with another administration is necessary ? mechanism for starting co-ordination);
 
- ECP 3-A4-II (section II of annex 4 of the Agreement ? verification of conformity of converting an award in one or more assignments with the corresponding award of the Plan, and verification of conformity of notification of an assignment with the corresponding Plan assignment);
 
- ECP 3A6 (annex 6 of the Agreement ? structure of the list of data for assignment of other primary terrestrial services, as per point 1.15 of the Agreement).
 
Four other ECPs were also approved, vis-à-vis the appendices to annex 2 of the Agreement (technical criteria used in developing the Plan and implementing the Agreement).
