New Council Oversight Group (NCOG) - Geneva

The sixth meeting of the New Council Oversight Group (NCOG) of the International Telecommunication Union (ITU), in the form approved by the 2005 Council session, was held on 18 April in Geneva. This group, chaired by Portugal, met for the last time, to study the progress made by the ITU in implementing projects since its previous meeting (1 February) and to prepare the corresponding update of the report to submit to the Council, which had been approved at that meeting.
 
The Group examined the reports from the secretariat and the supporting team on the developments in implementing the projects envisaged in Resolution 1243 of the Council. The Group once again recognised the importance of the project that aims to define the key performance indicators (KPI) which will enable linkage between the strategy and financial plans to be approved at the Plenipotentiary Conference (PP-06) later this year and the operational plans annually adopted by the ITU sectors. It was recommended that the secretariat give it the necessary priority given that work on producing the financial and strategy plans is currently under way.
 
The group also insisted on continuing work on the fifth project (control tools) identified in Resolution 1243, contrary to what was proposed by the ITU secretariat, which defended postponement of that project due to the need to focus resources on the other four projects. Note that Portugal has defended the importance of this project for increasing the transparency and efficiency of the ITU?s management.
 
In its report to the Council, the NCOG  proposed extending the respective mandate up to before PP-06, with a view to completing its respective work. Following this proposal?s approval by the Council, the NCOG  also met briefly during the Council session (21 April) in order to set out the plan and working method for the future, and scheduled its next meeting for 29 June.
