Question 1 - Consisting ENUM of a mapping between E.164 numbers and different addresses of electronic communications services, how do you consider: a) the use by ENUM of current E.164 numbers (geographic, mobile, and non geographic) which have already been allocated and which numbers should be selected for this purpose? b) the establishment of a specific numbering range for the ENUM service.

Question 2 - What is your opinion on the replacement of the TLD “.e164.arpa” by the TLD “.tel”?

Question 3 - How can the introduction of a protocol such as ENUM influence the offer of: a) existing services, b) new services?

Question 4 - What type of applications or services, both current and new (such as those supported by VoIP) may benefit from ENUM facilities - and to what extent - and/or can be strengthened as a result of its implementation?

Question 5 - How do you view the validation process of the end-user of the E.164 number in order to ensure compliance with the Opt-in principle?

Question 6 - At what level should there be competition for ENUM data management (commercial level and/or technical implementation)?

Question 7 - Which of the implementation models provided is in your opinion the most appropriate solution for the establishment of the ENUM or is there yet another model that suits the communications market in Portugal best?

Question 8 - What entities should undertake the different responsibilities provided for in the proposed model?

Question 9 - What is the most appropriate role for providers of electronic communications services at ENUM management level?

Question 10 - Who should be in charge of control and have the power to access, modify or transfer records of NAPTR resources?

Question 11 - What is the tariff model you deem most appropriate for the ENUM service, having regard to the need to ensure clear information on communication prices for end-users? Please propose or identify other possible models.

Question 12 - Which mechanisms should be introduced in order to ensure the provision of effective information as regards the communication price to the originating customer of the communication when the communication is established and, where appropriate, to the receiver when the communication is delivered?

Question 13 - How do you regard the use of the ENUM Infrastructure service in conjunction with the ENUM User, bearing in mind the flexibility and cost-effectiveness of structures to be made available, as well as transparency and independence from providers of global or globalizing services?

Question 14 - At ENUM level, how may portability be implemented, considering the definition of Tier 2?

Question 15 - Which procedures should be performed to update the domain name database, to include or remove data of a given subscriber in the framework of portability?

Question 16 - How do you expect personal data in ENUM databases to be protected?

Question 17 - In your opinion, how should acts of piracy of domain names that correspond to telephone numbers be prevented?

Question 18 - How do you view the possibility of avoiding fraudulent translations/forwarding in ENUM?

Question 19 - What risks or obstacles obstruct the proper functioning of ENUM, and what solutions are there to overcome them?

Question 20 - How do you view the implementation of ENUM in Portugal, having regard to: a) the interest of market players, b) available technology, c) existing standardisation?

Question 21 - How should an pilot stage in Portugal be regarded: a) What are the aims therefor? b) What aspect (s) justifies a higher level of impact: operational, administrative or market? C) Who should take the initiative of performing tests? d) Are you and your organization interested in taking part in tests and in the implementation of ENUM in Portugal, with the resulting taking up of duties? e) What is your opinion on the establishment of a working group to encourage this activity?
