New Council Oversight Group (NCOG) - Geneva

The New Council Oversight Group (NCOG) of the International Telecommunication Union (ITU), with the mandate revised at the 2005 Council session, met for the fourth time on 14 December 2005 in Geneva.

The meeting saw presentation of the ITU secretary general?s report on the progress of implementing resolution 1243. The Supporting Team (ST) in turn presented the group?s opinion on the ITU?s activity regarding implementation of the said Resolution, underscoring its suggestions for each one of the projects mentioned in Resolution 1243. The ST recommendations and the comments made during this meeting vis-à-vis each of the projects were:

- Travel Management module and tools to draw up contracts (procurement tools) ? the ITU was asked to prepare a registry with the evaluation criteria and proposals and to present it at the NCOG meeting this coming February;

- Linkage between strategic, operational and financial plans and definition of KPIs (key performance indicators) ? given the importance of this project, the strategic plan eventually approved at PP06 should necessarily be compatible with this model, which ensures linkage between plans and their gauging by means of the KPIs; if not, then the conditions for using the model in question will only exist after the 2010 PP;

- Human resources module (Personal Recruitment) ? although agreeing with the ITU that the best solution would be to switch to the SAP solution for international organisations, the ST questioned whether this would be the right time to go ahead with the project (note that the solution for international organisations is still in a trial phase), and whether a phased implementation of the HR module as proposed by the ITU is feasible;

- Project Management module ? the lack of progress in this area, which is deemed vital to ensure that the organisation is more effective, efficient, transparent and accountable, was stressed. The ST considers that the Union must indispensably be endowed with instruments that enable it to manage projects.

The next NCOG meeting is scheduled for 1 February.
