Inter-regional co-ordination meeting for PP06 - Geneva

Geneva hosted the 12 December 2005 inter-regional co-ordination meeting for the upcoming 2006 Plenipotentiary Conference (PP06) of the International Telecommunication Union (ITU). The meeting was promoted by the European Conference of Postal and Telecommunications Administrations (CEPT) with a view to anticipating some of the issues that will be in focus at the PP and which will necessarily require co-ordinated intervention from various Regions.

Various issues which should be discussed at PP06 level were identified, namely:

- revision of the Decision on the financial and strategy plans;

- revision of the Decision setting the contribution level;

- in the wake of Resolution 1243 of C04, and bearing in mind that the tasks described therein will not be completed, a number of related issues that will have to be dealt with at PP level are likely to result;

- issues related to cost recovery, including corrective measures that could not be decided by the Council;

- various issues associated to personnel policies and questions;

- repercussions on ITU of results of the World Summit on the Information Society (WSIS);

- consideration of results from the group on International Telecommunications Regulations (ITR);

- revision of all Resolutions and Recommendations.

Regarding these points, it was agreed that each Region should indicate its priorities so that discussion of this issue can be resumed at the next co-ordination meeting, which is also expected to decide to limit the number of committees, working groups and ad hoc groups that should function during PP06.

Other issues discussed were the names to chair the committees, working groups and ad hoc groups, preparation of the work calendar for PP06, establishment of a code of conduct in the committees and other PP groups ? so as not to monopolise meeting time ? and the possibility of an additional Council meeting before PP06.
