Regulatory Procedural Group (RPG) - Geneva

The final meeting of the Regulatory/Procedural Group (RPG) concerning the 2006 Regional Radiocommunications Conference (RRC06) was held on 6-9 December in Geneva, Switzerland.

This group was formed with the aim of studying regulatory and procedural issues related to the second RRC06 session for planning digital terrestrial broadcasting in the 174-230 MHz and 470-862 MHz bands (RRC04), as well as the associated short conferences to revise the 1961 Stockholm (ST61) and 1989 Geneva (GE89) regional agreements.

The draft texts of the new Agreement and of the revised ST61 and GE89 regional agreements were settled at this meeting. However, consensus was not reached on some matters in the text of the new Agreement, specifically regarding article 4 (modifications to the Plan), vis-à-vis the method for identifying potentially affected administrations, and article 5 (notifications), vis-à-vis whether or not to refer to article 11 of the Radio Regulation. Alternatives or text options are presented for these matters, which will be defined at the Conference.
