PT PP06 - Bratislava

PT PP06, the CEPT project team in charge of preparing the next Plenipotentiary Conference (PP) of the International Telecommunication Union (ITU), met on 11-12 October in Bratislava, Slovakia.

Among other topics, this meeting saw continued preparation of the European common proposals (ECP) that should be finalised at the next PT PP06 meeting, concerning the following issues:

  • financial, strategy and operational plans;
  • ITR (International Telecommunications Regulations);
  • modification of the telecom fairs framework - cutbacks in the number of expositions;
  • disbandment of the Co-ordination Committee;
  • cutbacks in the number of elected officials - only the Secretary General and his Vice should be elected at PP level;
  • consolidation of the provisions for observers from sector members;
  • modification of the provisions on observers in the Council, to clarify that more than one representative may be registered but only one can be in the body?s main room;
  • contributions from sector members and associates;
  • cost-recovery from satellite filings;
  • financial stability, a proposal which, among other measures, suggests that a reserve fund should be set up to enable a process of anticipated reforms without, however, assuming for now that that programme will effectively have to get under way in the four years between Plenipotentiary Conferences;
  • various ECP on the revision of Decisions, Recommendations and Resolutions (including those involving radiocommunications);
  • bringing forward the elections during the PP, given that the next PP will be one week shorter than previously.

Upon France?s proposal, the possibility of producing an ECP on the composition of the ITU Council was also studied. It suggested that the members who contribute more should henceforth be guaranteed a seat on the Council. However, and specifically due to various problems identified by Portugal and the less than positive implications of said proposal for some European countries (the smaller ones), a decision was made to not move forward on same.

The next PT PP06 meeting is scheduled for 12-13 January in Paris.
