WG RRC06 - Tours

The 4th meeting of the WG RRC06 group was held on 4-6 October in Tours, France. This group covers issues associated with preparations for the second session of the Regional Radiocommunications Conference (WRC-06) to plan digital terrestrial broadcasting in bands III, IV and V.

At this meeting, work continued on preparing the 18 Briefs, as well as on producing the draft versions of 12 European common proposals (ECPs). Note that six ECPs and six Briefs are associated to the texts of the future new Agreement that will result from RRC-06, which is expected to have five annexes. Five Briefs were adopted at this meeting, of which two stand out: Brief 2 (planning options), which among other aspects clarifies CEPT?s position on not protecting analogue television for planning reasons; and Brief 6, which stresses the need to protect same during the transition period, should nothing be declared to the contrary.

Regarding the draft ECPs, agreement has been reached on three, of which ECP 12 stands out. It concerns the transition period; CEPT will propose that same not last beyond 2015, although the possibility of different transition periods is admitted, by multilateral agreement, as long as other administrations are not affected.
