The Regulatory Affairs working group (WG RA), responsible for regulatory issues associated to electronic communications, met for the sixth time on 26-30 September 2005 in Helsinki, Finland.
During the meeting the WG RA approved:
- Draft Decision ECC/DEC/(05)JJ on individual licence exemption for low EIRP terminals functioning in the 10.70-12.75 or 19.70-20.20 GHz (space-earth) and 14.00-14.25 GHz or 29.50-30.00 GHz (earth-space) frequency bands. This draft decision will be submitted for consideration to the ECC Committee, with a view to its final adoption.
- Draft Decision ECC/DEC/(05)II on individual licence exemption of HEST terminals with EIRP above 34 dBW operating in the 10.70-12.75 or 19.70-20.20 GHz (space/earth) and 14.00-14.25 GHz or 29.50-30.00 GHz (earth-space) frequency bands. This ECC draft Decision will be submitted for consideration to the Electronic Communications Committee (ECC) with a view to its final adoption;
- ECC Recommendation (05)06 on criteria to obtain a CEPT amateur station licence (beginners category). This Recommendation will be submitted for publication to the European Radiocommunications Office (ERO);
- ERC Report no. 32 on text materials and test certificate to obtain an amateur station licence (beginners category). This Report will be submitted for publication to the ERO;
- Participation, in the amateur service context, of New Zealand (amateurs) in the process of mutual recognition of HAREC Certificates as per the provisions of Recommendation T/R 61-02;
- A document to submit for ECC consideration on free movement and licence exemption of terminals and their importance for industry.
Noteworthy are other ongoing projects, namely:
- Revision of the ERC/ECC Decision as per the criteria set out by the ECC;
- Elaboration of an ECC draft Decision on the free movement and use of GSM stations on board aircraft;
- Elaboration of an ECC draft Decision on the free movement and use of GSM stations on board vessels;
- Elaboration of an ECC draft Report on the criteria and test material needed to obtain an amateur station licence (entry category);
- Elaboration of an ECC draft Report on the licensing of maritime mobile service stations;
- Elaboration of an ECC draft Report on radiocommunication station licence exemption;
- The study of regulatory aspects applicable to the satellite radionavigation stations known as ?pseudolites?.
WG RA is next scheduled to meet on 6-10 February 2006 in Luxembourg.
