Council of Administration (CA) - Berne

The annual session of the UPU Council of Administration (CA) was held on 5-21 October in Berne, where the various project teams, action groups and committees met.

Portugal was represented at two levels, by ANACOM and the CTT - Correios de Portugal (Portuguese postal service).

The work of revising UPU Acts stood out at the meeting of the project group on Acts of the Union. It consisted of the article-by-article replacement of the term ?postal administration? by the expressions ?member country? and/or ?designated operator?. This work was based on a number of proposals submitted by Portugal at the last UPU Congress, held in Bucharest in 2004, with a view to ensuring that the organisation was better adjusted to the market situation.

The project group on Issues Concerning the World Trade Organisation (WTO) saw presentation by the International Bureau of a report on various proposals with respect to the classification of postal services presented to the WTO, as well as comments on that report by some member countries.

Regarding the project group on Union Structure and Composition, the questionnaire on analysis of reform of the Union was presented, debated and reworked.

Among the subjects covered by the project group on Terminal Charges - Governance Questions, the information on ongoing work and the activities planned for the Postal Operations Council (COP) with respect to terminal charges stands out, along with the information provided on country classification for purposes of the Service Quality Improvement Fund.

The work undertaken by the various project groups was submitted for approval by the respective committees, for later submission to and approval by the plenary session.

Also approved were the accounts for the years 2003/2004 and the programme and budget for the 2005/2006 biennium. There were also presentations on the organisation of the 2006 Strategy Conference and the 2008 Congress.
