Assembly - Mamaia

The second and last CEPT Assembly under the Romanian presidency was held on 14 September 2005 in Mamaia. The meeting was chaired by Florin Bejan, Romania?s State Secretary for Communications and Information Technologies, and was marked by the lack of a quorum, which prevented any decisions from being made.

The Assembly work basically focused on the points contained in the CEPT Rolling Policy Agenda, about which various documents and reports were prepared and presented by the chairs of the CEPT bodies that report to the Assembly: the two Committees ? European Committee for Postal Regulation (CERP) and the Electronic Communications Committee (ECC) ? and the working group on ITU Issues (WG ITU).

Various issues were considered with regard to the ECC?s powers. Specifically, the Committee president presented reports on relations with the European Commission (EC) and development at European Union level, as well as on ongoing ECC activities and those planned for the near future, with special emphasis on preparatory work for the Radiocommunications Conferences of the International Telecommunication Union (ITU) ? the regional (second session) in 2006 (RRC06) and the world conference in 2007 (WRC07).

Noteworthy in the CERP report are, resulting from the June plenary session, the election of the Committee?s new president and vice presidents and implementation of its new framework; it now counts three working groups, one less than previously.

The summary of this year?s ITU Council session (July 2005) and preparatory work for the ITU conferences to be held in 2006 ? the Plenipotentiary Conference (PP06) and the World Telecommunications Development Conference (WTDC06) are the most relevant aspects of the WG ITU report.

Note also the presentation by the forthcoming CEPT presidency (Germany) of its goals for the respective mandate and the presentation of the Dutch administration as a new member of the Troika, as it will assume the presidency after Germany.

According to tradition, before the Assembly closed a symbolic ceremony took place, transferring the CEPT flag from the current presidency to Germany, which formally assumes the office on 1 October.

The next Assembly, which should be the only one presided over by Germany, is scheduled for June 2006 in that country, at a time and place still to be determined.
