New Council Oversight Group (NCOG)


The New Council Oversight Group (NCOG) of the International Telecommunication Union (ITU), with the respective mandate revised at this year?s Council session, met for the second time on 1 September. The first meeting had been held during the Council session last July. This group is chaired by José Saraiva Mendes of Portugal (ANACOM).

The meeting underscored the ITU secretariat?s unwillingness (influenced by the Secretary General) to move forward with the work needed to implement the projects approved by the Council. The secretariat presented a rather unenterprising work plan, which in practice would mean little would be done until the 2006 Council (April).

The bureau was thus asked to draft an integrated report on the projects to develop and the corresponding revised work plan (more ambitious in terms of time limits), to present at the next meeting, which will be held on 25 October 2005.
