ECC WG RA - Brijuni

The Regulatory Affairs working group (WG RA), which covers regulatory issues linked to electronic communications, held its fifth meeting on 23-27 May in Brijuni, Croatia.

During the meeting WG RA approved:

- The new mandate for working group RA2, which oversees issues related to maritime mobile service;

- The new mandate for working group RA8, in charge of issues related to the application of fees for electronic communication services;

-The ECC Report on the recourse to auctions and comparative tenders under the process for allocating spectrum for the operation of radiocommunication systems and services in CEPT Administrations;

- The draft ECC report on the formats for information submitted by Administrations to the Office concerning the conditions for operating earth stations on board vessels within the separation distances identified in resolution 902 of the Radio Regulation - this ECC draft report will be submitted for consideration by the CEPT Administrations (public consultation);

- The draft ECC report on the use of mobile phone interceptors in public networks - this draft ECC report will be submitted for consideration by the CEPT Administrations (public consultation);

- The draft ECC report on the criteria and examination material for obtaining an amateur station licence (novice) - this draft ECC report will be submitted for consideration by the CEPT Administrations (public consultation);

- The draft revision of ERC report no. 32 on the examination materials and examination certificate for obtaining an amateur station licence (novice category) - this draft ECC report will be submitted for consideration by the CEPT Administrations (public consultation);

- The ECC draft recommendation on the criteria for obtaining a CEPT amateur stations licence (novice) - this draft ECC recommendation will be submitted for consideration by the CEPT Administrations (public consultation);

- The ECC/DEC/(05)FF draft decision on the free movement and use of aircraft earth stations (AES) operating in the 14-14.5 GHz, 10.7-11.7 GHz and 12.5-12.75 GHz frequency bands - this draft ECC decision will be submitted for consideration by the ECC Committee with a view to its final adoption;

- The ECC/DEC/(05)EE draft decision on the free movement and use of earth stations on board vessels operating in the scope of fixed satellite service networks in the 5925-6425 MHz (earth-space) and 3700-4200 MHz (space-earth) frequency bands - this draft ECC decision will be submitted for consideration by the ECC Committee with a view to its final adoption;

- The ECC/DEC/(05)GG draft decision on the free movement and use of earth stations on board vessels operating in the scope of fixed satellite service in the 14-14.5 GHz, 10.7-11.7 GHz and 12.5-12.75 GHz frequency bands - this draft ECC decision will be submitted for consideration by the ECC with a view to its final adoption.

Other ongoing work includes the following:

- The preparation of a draft ECC decision on licence exemption for individual terminals (LEST) with low EIRP (equivalent isotropic radiated power) operating in the 10.7-12.75 (space-earth) and 14.0-4.25 GHz or 29.5-30.0 GHz (earth-space) frequency bands;

- The preparation of a draft ECC decision on harmonised frequencies, technical characteristics and individual licence exemption for DMR (digital land mobile radio) equipment operating 446.100-446.200 MHz frequency band;

- The study of regulatory aspects applicable to satellite radionavigation systems designated as ?Pseudolites?.

WG RA will next meet in Helsinki, Finland, on 26-30 September 2005.
