Contact Network - Berlin

The second meeting of the IRG Contact Network (CN) was held in Berlin on 9-10 May, chaired by Denmark?s national regulatory authority - the NITA (National IT and Telecom Agency).

The regulators? representatives studied the report on community practices regarding termination charges in fixed networks, which will be presented to the plenary session of the Independent Regulators Group (IRG) scheduled for 25 May in Bled, Slovenia.

The CN discussed a proposal envisaging the establishment of guidelines for implementation of the Commission?s recommendation on accounts separation and cost accounting systems, a document which will be submitted to the European Regulators Group (ERG) plenary session held jointly with the IRG plenary session on 25-26 May.
The same is planned with regard to another document discussed in the CN, which studies the costing methods implemented in the member States, assessing overall European evolution on this subject.

The proposed common decision concerning the market analysis on wholesale international roaming (WIR) was subject to intense debate, with a view to incorporating the European Commission?s comments in this scope, namely those referring to the possibility of national regulatory authorities? developing their market analyses.

The CN agreed on essential points of the mid-term revision of the 2005 working programme and debated a proposal concerning elaboration of the working programme for 2006, which should be approved in November 2005.

ANACOM described the current situation of work undertaken by the WG IRGIS (IRG Information Systems group), whose final report should be submitted at the September plenary session.

Lastly, ANACOM reported that the IRG-REGULATEL (Latin-American Forum of Telecommunication Regulatory Entities) meeting should be held in Sintra during the month of November.

The next CN meeting is scheduled for 8-9 September in Bucharest.
