Assembly - Bucharest

The first CEPT Assembly under Romanian presidency was held in Bucharest on 21-22 April.

The main issues discussed derived from the reports that the heads of the CEPT bodies submitted to the Assembly: the two Committees, European Committee for Postal Regulation (CERP) and the Electronic Communications Committee (ECC), and the working group on International Telecommunication Union issues (WG ITU).

Thus, in CERP the results of the Universal Postal Union (UPU) Congress held in September/ October 2004 stand out, along with the presentation of developments concerning the CERP reorganisation currently under discussion and a study on the postal regulatory sector?s evolution in Europe.

As for the ECC, it is noteworthy that the Assembly approved the Committee?s proposal to designate as ?CEPT Reports? the ECC reports in reply to European Commission mandates. The Committee?s activities, both ongoing and planned for the near future, were presented, specifically preparatory work for the next ITU Radio Conferences, the regional (second session) in 2006 (RRC06) and world in 2007 (WRC07). A presentation was also given on new issues raised vis-à-vis spectrum policy.

A highlight of the WG ITU report is the summary of the ITU?s World Standardisation Assembly (WTSA04) held in October 2004 and the preparatory work for future ITU events: this year?s Council session and the Conferences ? Plenipotentiary (PP06) and World Telecommunications Development (WTDC06) ? scheduled for 2006.

The meeting was partly chaired by the CEPT President during the Romanian Presidency, Mr Florin Bejan, State Secretary for Romania?s Ministry of Communications and Information Technologies. In his absence, due to obligations deriving from his government duties, the meeting was co-chaired by the representatives of the other CEPT Troika members, Switzerland (previous presidency) and Germany (next presidency).

The next Assembly, the second and last under the Romanian Presidency, will take place on 14-15 September in Romania, at a site to be announced.
