The European Commission informed COCOM at its last meeting, held on 15 December in Brussels, of delays by four member States (Belgium, Luxembourg, Greece and the Czech Republic) in transposing the sector?s new regulatory framework. Estonia adopted a new law on this matter on 8 December, which was to take force on 1 January 2005.

The situation of notifications vis-à-vis market analysis was also brought up to date. By the time of the meeting the Commission had received 122 notifications, from 12 member States.

The Commission submitted a proposal to modify the recommendation on cost accounting and separation, based on preparatory work undertaken by the European Regulators Group (ERG). It should be debated at the next COCOM meeting, given the many doubts raised by the delegations.

The provisional regulatory system to apply while the market analysis process is under way, ENUM (telephony number mapping), free telephone services of major public interest (?116?), the tenth implementation report, which for the first time covers the new States from eastern and central Europe, and the report on leased lines to be published by the end of 2004, were also in focus.

The Committee?s next meeting has been scheduled for 2 March 2005.
