Group FM PT 24 of the ECC met from 2 to 4 June in Vilnius, Lithuania, and basically continued its work of drawing up draft European common proposals (ECP) and draft Guidelines (previously called Briefs) in the context of the CEPT countries? preparation for the Regional Radiocommunications Conference (RRC04/05) of the International Telecommunications Union (ITU), which will revise the 1961 Stockholm (ST61) and 1989 Geneva (GE89) agreements, and whose first session is scheduled for 10-28 May 2004.

Some 14 draft ECP are now being prepared, on extremely important issues such as the degree of protection for television stations currently inserted in the plans, planning carried out based on adjudications and consignment, and procedures for the transition from analogic to digital technology.

The final ECP texts and guidelines will be submitted for approval by the FM WG in the meeting scheduled for September.
