ANACOM approves MEO's DTT pricing assessment procedure


It is incumbent on ANACOM to assess on an annual basis the need to review the prices charged by MEO - Serviços de Comunicações e Multimédia (MEO) for the provision of the DTT service, in accordance with Law No 33/2016https://www.anacom.pt/render.jsp?contentId=1394191 of 24 August.

Accordingly, ANACOM approved on 14 June 2023 a draft decision (DD) on the price charged by MEO for the provision of encoding, multiplexing, carrying and broadcasting of free-to-air unrestricted access television channels (MUX A) over the digital terrestrial television (DTT) network.

ANACOM’s analysis of prices concluded that there was no evidence that the prices charged by MEO for carrying and transmitting the DTT signal did not comply with the principles of transparency, non-discrimination and cost-orientation of prices, taking into account the capacity actually used by each television programme service, the price limit set in the proposal that won the public tender and the specific principles applicable in the case of regional programme services (broadcast in the respective Autonomous Regions), namely that their price “[shall] be proportionally reduced according to the size of the network in the geographic area to which it relates” and “shall not exceed the values practiced on the date of entry into force of this law”. ANACOM will therefore not impose the revision of prices on MEO until the next annual assessment, as there is no evidence of non-compliance with the principles and requirements set out in Law No 33/2016 and the conditions attached to the right of use for  frequencies allocated to MEO for the DTT service.

This ANACOM DD will now be subject to a prior hearing of interested parties and public consultation for 30 working days, until 1 August 2023. Comments should be sent in writing, in Portuguese, to the following email address: precos.tdt@anacom.pt.
