Joint CERP/ PostEurop plenary meeting - Dubrovnik

The joint CERP/ PostEurop (Association of European Public Postal Operators) Plenary Meeting was held on 25-26 February in Dubrovnik, Croatia.

Portugal was represented by the Autoridade Nacional de Comunicações (ANACOM), the CTT (postal service) and the Postal Operations Council (POC) presidency.

The agenda included presentation of contributions from the European Committee for Postal Regulation (CERP) and PostEurop in the context of the Bucharest World Postal Strategy, reorganisation of the Universal Postal Union (UPU), specifically with regard to changing the Advisory Group into an Advisory Committee, and negotiation between those two restricted UPU unions on achieving a consensual European position on proposals to submit to the Bucharest Congress. Also noteworthy was the approval of a list with the CERP and PostEurop position on the circulating European proposals.

Priority areas for defence of the European position were also presented, such as issues linked to the Union?s openness to all postal sector interested parties, reformulation of the Acts, reservations to the Acts, operator responsibility and terminal dues and their connection to the fund to improve service quality.

A question and answer session was also held with the two candidates for the post of UPU Director General, Carlos Silva (Portugal) and Edouard Dayan (France), which consisted of a panel of previously submitted questions and a panel of questions open to those members present.
