EC Communication on the recent developments in the sector of electronic communications in 2003


Complying with the request from the European Council of December, for the preparation of a report on the developments of the third generation mobile communications and broadband Internet, the European Commission has published, on the 3rd of February, the Communication ?Connecting Europe at high speed: recent developments in the sector of electronic communications?.

Apart from identifying several actions to remove barriers to further investment and underlining the need for taking on political commitments to improve the effective use of Information technologies (ICT), this Communication highlights the presentation, soon, by the Commission, of a Report/Communication to the Council and the European Parliament on the national strategies on third generation mobile communications and broadband.

This Communication also deals with the modest rate of expansion of the electronic communications market in 2003 and the digital sharp downturns within the European Union (EU). Moreover, this communication refers the set up, within the Commission, in March, of a High Level Group on digital rights management systems, as well as a forum about the digital gap, which conclusions shall be presented by the Commission in September this year. 

Finally, the complete and effective transposition of the new regulatory framework, both by the current and the new Member States, is considered one of the greatest priorities for 2004.

This Communication is going to be submitted to the European Council in the Spring, on next 25 to 26 March.
