A workshop promoted by the European Commission (EC) on development of a costing model for roaming service was held last 26 February in Brussels, with the participation of ANACOM. With respect to the regulation of wholesale roaming service promoted by the EC, the latter must by December 2019 evaluate the effects of roam-like-at-home (RLAH) and, if deemed appropriate, promote legislative measures that impact the wholesale price of roaming services1. To that end, the EC selected AXON Partners Group Consulting to develop a costing model to estimate the cost of providing mobile services in the EU. That model can also be used to determine what regulation may eventually be imposed on wholesale mobile termination service.
