42nd meeting of EFIS-MG of WG FM - September 2018


The 42nd meeting of the EFIS-MG working group1 was held in Madrid on 19-20 September, chaired by Stefan Mayer-Bidmon of Germany. The participants included representatives from 11 administrations (Finland, France, Germany, Hungary, Ireland, Latvia, Lithuania, Luxembourg, Portugal, Spain and Switzerland) and the European Communications Office.

Since the group’s last meeting some corrections had been made to the EFIS portal; new proposals for the portal (at www.efis.dkhttps://www.efis.dk/) were also discussed.

An application programming interface (API) for EFIS is being developed (https://testapi.cept.org/swagger-ui.htmlhttps://testapi.cept.org/swagger-ui.html or http://testapi.cept.org/http://testapi.cept.org/). As usual, the administrations present at the meeting reported on the current situation of the EFIS updates they have made or expect to make.

Proposals were put forward to revise annex 2 (terms of applications) of ECC Decision (01)03, specifically on the programme making and special events (PMSE) application, which were submitted to WG FM for approval and consultation of the administrations.

The European Common Allocations (ECA) table was under public consultation until 31 August 2018; the comments received were resolved by the group. The proposed revision of the ECA table was thus submitted to WG FM for approval and publication.

Following the workshop on the EFIS portal held on 19 September 20172, a decision was made to produce a questionnaire to gather suggestions for improvement of the portal, especially its usability. The questionnaire was finalised at the last EFIS meeting and approved by WG FM (at its May 2018 meeting); 50 responses had been received by last 7 September. The proposals were analysed and the result submitted to the September 2018 WG FM meeting for consideration.

An RIS (radio interface specifications) model was also considered appropriate to accommodate mobile/fixed communication network (MFCN) applications in the 3400-3800 MHz band.

1 Among other activities, the EFIS-MG working group is responsible for maintaining the EFIS (ECO Frequency Information System) portal and its development/updating in the context of the new spectrum policy of the European Commission and the Radio Equipment Directive (RED), Directive 2014/53/EU of 16 April 2014 (on harmonisation of member states' legislation concerning the marketing of radio equipment, revoking Directive 1999/5/EC), and particularly for revising and integrating the radio interface specifications models. It is also responsible for revising Decisions ECC/DEC/(01)03 on the ECO Frequency Information System (EFIS) and ECC/DEC(03)05 on the publication of national tables of frequency allocations and utilisations (NTFAs), and also for revising ECO Report 05 on ''CEPT, ECC and EC Deliverables, Relation to Application Terminology Specified in ECC Decision (01)03 Annex 2'' and ERC Report 25 on ''The European Table of Frequency Allocations and Applications in the Frequency Range 8.3 kHz to 3000 GHz (ECA Table)''.
