ANACOM co-operation in 2003


The institutional and technical cooperation, as an important source of action from ANACOM, has known great development throughout 2003.

As far as the bilateral technical co-operation is concerned, four training periods were organized, taking up a great number of qualified resources from ANACOM and sixty trainees from the Portuguese-speaking African countries (PALOP ? Países africanos de língua official portuguesa) ? including São Tomé and Principe, for the first time, present in this type of workshops ? and East Timor. The following matters were taken care of:

  • Standardization, equipment certification and regime of telecommunication infrastructures in buildings (ITED), from 6 to 17 October;
  • Accounting and finance management, human resources management, documentation and public inquire services, from 20 to 31 October;
  • Regulation and setting up of the postal and telecommunications sectors, from 3 to 14 November;
  • Telecommunications engineering, spectrum administration, spectrum numbering and control, from 4 to 21 November.

As far as the bilateral co-operation is concerned, it was given continuity to cooperation between the Portuguese and Brazilian regulating agencies of telecommunications sector, by holding the 7th meeting of the Coordination Committee ANACOM-ANATEL. A meeting among representatives of ANACOM and the Head of the Relations Advisory Body for the Users and the Manager of ANATEL Obligations Control (Universal Service) also took place, allowing sharing experiences in the scope of consumer support.

The bilateral cooperation with the PALOP has included, besides the information exchange and consultancy given by ANACOM, a high level meeting between the Chairman of the Board of Directors of ANACOM and Cape Verde?s Minister of Infrastructures and Transports, in March of 2003. With regard to Angola, a meeting with the representative of the Ministerial Commission for the Postal Reform of Angola was held in April.

Still within the bilateral co-operation framework, the relationship with Moldavia, Bulgaria and Hungary where strengthened. Thus, in February took place a meeting between ANACOM and a delegation from Moldavia consisting of members from their regulating authority (National Regulatory Agency in Telecommunications and Informatics - ANRTI), the operator responsible for telecommunications (MOLDTELECOM) and one of the mobile operators (MOLDCELL). In April, took place a meeting between the communications regulating body from Bulgaria the Communications Regulation Commission (CRC). In relation to Hungary, two bilateral meetings were held with Communications Authority of Hungary (HIF), one in October and the other in November.

With respect to multilateral co-operation, ANACOM has participated in the II Telecommunications Technical Meeting of the Community of Portuguese-speaking Countries (CPLP ? Comunidade de Países de Língua Portuguesa), which took place in Brasilia, from 29 September to 1 October, and still participated:

At General Ordinary Assembly and at XI Forum of the Association of Postal and Telecommunications Operators from the Portuguese-speaking Countries and Territories (AICEP ? Associação de Operadores de Correios e Telecomunicações dos Países e Territórios de Língua Oficial Portuguesa), which took place in Luanda, from 6 to 9 May. Yet, ANACOM has kept close contact with the seminaries organized by AICEP, in connection with Fundação Portuguesa das Comunicações, on ?Postal Management for Senior Positions?, ?Postal and Universal Services Reform? and ?Telecommunication Enterprises Management for Senior Positions? (Lisbon, in September).
