4th CPG PTA meeting - March 2018


The fourth meeting of project team A (PTA) of the Conference Preparatory Group (CPG) to discuss European positions for the 2019 ITU World Radiocommunication Conference (WRC-19) was held last 6-9 March in Copenhagen.

The first draft briefs (base documents for drawing up European common proposals (ECPs)) were revised and updated. Also, as the WRC-19 preparation cycle is nearing the end, the first ECP’s began to be produced.

Europe is thus preparing to propose the establishment of technical conditions to impose on power limits for ground stations of Earth exploration by satellite and satellite meteorology (Metsat) services in the 401-403 MHz band, which will make it possible to develop new mobile satellite service systems to meet the spectrum requisites of cubesats and other scientific and commercial mega-constellations in spectrum below 1 GHz. Also proposed is elevation of the Metsat statute in the 460-470 MHz band. CEPT will propose additional spectrum for the new short duration non-geostationary systems (small satellites and cubesats) in VHF and UHF bands. Regarding stratospheric platforms, a technological novelty raising a great deal of interest among European and American industry (Google, Facebook, Airbus and Thales Alenia Space), PTA is preparing an ECP that identifies additional spectrum for those new applications.

The next meeting is scheduled for this coming 4-7 September 2018 in Prague.
