Meeting of ECC WG NaN - September 2017


ECC WG NaN met last 13-14 September in Athens at the invitation of the Greek regulator (Hellenic Telecommunications & Post Commision - EETT).

The meeting was attended by most WG NaN chairs and vice-chairs and the work teams. It covered various strategic aspects of the group, specifically:

  • decision to prepare a new report with a five-year forecast of change in the regulatory area associated to networks and numbering resources;
  • analysis of the regulatory situation of service providers who use broadband connectivity (fixed or mobile), including those designated over-the-top and the impact of the new European proposal for the Electronic Communications Code on those providers.

The representatives of European regulators attending the meeting also identified various topics of interest, of which the following stand out:

  • annoyance calls (e.g. robot calls, premium return calls, triggered by Internet SMS-PRS);
  • reliable caller line identification;
  • rules for assigning resources associated to the plan for identification of public networks and subscriptions (E.212), bearing in mind the shortage of those resources;
  • localisation of emergency calls (e.g. regulation, advanced mobile location, nomad services);
  • extraterritorial number use (e.g. wireless communications between remote equipment and machines – machine-to-machine and global services);
  • under-allocation of numbering resources (rules, obligations, rights).
