Postal service quality indicators recorded by CTT in 2016


On 15 September 2017, ANACOM approved a draft decision on the quality of service indicators (QSI) of the universal postal service recorded by CTT - Correios de Portugal (CTT) in 2016.

ANACOM has ordered CTT to undertake the following:

a) to apply the compensation mechanism provided for in article 7 of the "Quality of service parameters and performance targets for the universal postal service", set forth in ANACOM's decision of 30 December 2014https://www.anacom.pt/render.jsp?contentId=1344028, since it was found that the minimum value for QSI4 was not met in 2016 (Standard mail not delivered within 15 working days);

b) in compliance with the previous point, to apply a deduction of 0.03 percentage points to the variation (weighted average) in the prices of the basket of postal letters, postal parcels and editorial mail allowed for 2017, which should provide overall benefit to users of these services. This must be initiated within a maximum period of 15 working days (from the date of notification of the final decision) and fully applied until 31 December 2017;

c) to notify ANACOM as to the deduction of prices to be implemented in compliance with the previous points, prior to the date of its application, providing information which demonstrates compliance with this determination, including the maximum price variation allowed for 2017 determined in the previous point;

d) to correct reported information on the QSI values recorded in 2016 on the specific URL of its website within 10 working days and at postal establishments within 20 working days of the same date.

It was also decided to submit the present draft decision to the prior hearing of CTT for a period of ten working days, so that the company may, if it sees fit, express its position in writing.
