12th meeting of NATO working group C3B CaP3 - March 2017


The 12th meeting of the Civil/Military Spectrum Panel working group (C3B CaP3) was held last 22-23 March 2017 at NATO headquarters in Brussels, co-chaired by Gerard Elzinga (NATO C3S) and Didier Chauveau (Agence Nationale de Fréquences). Portugal was represented by the Armed Forces General Staff and ANACOM.

In the scope of the Atlantic alliance’s defence capabilities, the mission of C3B CaP3 is to make available sufficient spectrum resources to:

(i) ensure that NATO military forces have sufficient access to spectrum to fulfil their mission;

(ii) harmonise military use of radio frequencies among the NATO allies;

(iii) cooperate with countries of the Euro-Atlantic Partnership Council/Partnership for Peace with a view to achieving identical use of radio spectrum.

Various subjects were debated during the 12th C3B CaP3 meeting, of which the following stand out:

  • ITU World Radiocommunication Conferences (WRC)

    In the scope of work to prepare for the next ITU World Radiocommunication Conference in 2019 (WRC-19), C3B CaP3 was informed (in civilian/military session) of the first draft NATO military assessment (NMA) of the WRC-19 agenda from the military standpoint. It reflects the military interests for each of the agenda topics and outlines a first proposed NATO position, which must simultaneously safeguard civilian and military interests. The draft NMA will be analysed and commented on by all C3B CaP3 participants, civilian and military, with a view to reaching agreement about the document to make publicly available (specifically to working groups of the European Conference of Postal and Telecommunications Administrations involved in preparing WRC-19).
  • NATO Joint Frequency Agreement 2014 (NJFA 2014)

    In light of the WRC-15 results, a possible revision of NJFA 2014 began to be discussed.

The next meeting of the C3B CaP3 group in civilian/military session should be held on 29-30 November 2017 (to be scheduled).
