Ad Hoc Communication Group - BEREC


Brussels hosted last 14 March the third meeting of the Ad Hoc Communication Group, chaired by Jonathan Duggan (ComReg) and Clémentine Beaumont (ARCEP) and attended by 11 national regulatory authorities (NRAs), among them ANACOM, and the European Commission. The chair presented main results from the last plenary meeting, highlighting approval of the 2018-2020 midterm strategy. He also reported that the next plenary meeting will be held in Cascais, Portugal.

The discussion focused on ways to publicise BEREC’s activities to ensure they are better known than in previous years, and also on creation of a model to assess efficacy of the exposure achieved.

Also regarding the dissemination of BEREC activities, special emphasis was given to the NRAs’ presence in social media. Owing to widespread interest in the matter, it was agreed that the NRAs which already have a strategy on the regulator’s presence in social networks would have it translated and circulated (the case of ANCOM, Ofcom and CNMC) and that the group’s next meeting would be devoted to this subject.

BEREC’s communication plan envisages the creation of three videos to support dissemination, which are already being structured by the chair:

  • one on the 2018-2020 midterm strategy, consisting of an interview with the head of ARCEP, the aim being to present it simply and instructively, to be launched after plenary meeting 2;
  • another on net neutrality, which will be an animated video to publicise what BEREC is doing, to be launched after plenary meeting 3;
  • a third one, a promotional video of the Stakeholder Forum meant to publicise BEREC’s role and activity, to be launched in October.

Finally, also standing out was the discussion about the group’s continuity. There was unanimous interest in it continuing to function informally and flexibly.
