Methodology for verifying additional coverage obligations imposed in the 2100 MHz band


On 9 March 2017, ANACOM approved the methodology and assumptions used in verification of additional coverage obligations in the 2100 MHz band applicable in the 588 parishes potentially lacking mobile broadband coverage. These obligations were imposed on NOS Comunicações (NOS), MEO - Serviços de Comunicações e Multimédia (MEO) and Vodafone Portugal - Comunicações Pessoais (VODAFONE) under the terms of ANACOM's Decision of 18 February 2016https://www.anacom.pt/render.jsp?contentId=1380120.

In this context, approval was given to the amendment of the annual questionnaire on coverage, quality of service and form of implementation of the site-sharing policy'. This questionnaire must be sent to ANACOM by NOS, MEO and VODAFONE from 2019; the deadlines and dates of reference for the various sets of information are set out in the questionnaire itself.

Until 20 January 2018, the annual questionnaire on coverage, quality of service and mode of implementation of site-sharing policy adopted by ANACOM's Decision of 13 November 2014https://www.anacom.pt/render.jsp?contentId=1340079 remains in force.

In addition, approval was given to the ad-hoc questionnaire to be used by NOS, MEO and VODAFONE to report information on the extent of coverage provided in the 2100 MHz band until the rights of use of frequencies come up for renewal (4 June 2018, 21 April 2018 and 5 May 2018, respectively), at which time additional coverage obligations enter into force.

It was also decided to submit this draft decision to the prior hearing of interested parties, in accordance with articles 121 et seq. of Código do Procedimento Administrativo (Administrative Proceeding Code), and stakeholders were granted a period of 20 working days to comment, as they see fit (comments in writing and in Portuguese).
