As from February 2017, ANACOM has begun to use the VORTAL 
https://pt.vortal.biz/ electronic platform to conduct pre-contractual acquisition procedures, switching from the Construlink (Gatewit) electronic public procurement platform that it adopted in July 2009.
As such all of ANACOM suppliers must register on the VORTAL platform and should contact VORTAL for this purpose.
