Meeting of REDCA and EUANB - Cobham


Meetings of the Radio Equipment Compliance Association (REDCA) and the Notified Bodies and Competent Authorities in the scope of the EMC Directive (EMC Notified Bodies EUANB) were held in Cobham, United Kingdom last 10 and 11 May, respectively. A total of 95 participants attended, representing administrations, notified bodies, competent authorities, standardisation bodies and observers.

The following issues stand out among the topics considered at the meetings:

  • European Commission proposal for the transition period for the Low Voltage (LVD) and Electromagnetic Compatibility (EMC) Directives: if non-radio terminal equipment (placed on the market before 1 January 2017) is covered by the R&TTE Directive (up to 12 June 2016) and later by the LVD/EMC Directives (from 13 June 2016 on), then the EU Declaration of Conformity should contain the following text (verifying that the equipment terminal complies with those directives): “The object of the declaration described above is in conformity with the relevant Union harmonisation legislation: Directive 1999/5/EC (until 12 June 2016), Directive 2014/30/EU (from 13 June 2016) and Directive 2014/35/EU (from 13 June 2016)”;
  • Work producing the RED Guide is still under way. The need to have more information about on-board equipment was mentioned. This Guide will be presented at the meeting of the Telecommunications Conformity Assessment and Market Surveillance Committee in June 2016;
  • Production of a Guide on RED implementation which should be presented at the next meeting. This Guide will be made available in all the EU languages;
  • Eighth market control and investigation campaign focusing on remote-control toys, which is under way. This campaign will also enable the member states to use the new information exchange database for MSA. Results of the campaign will be available in October/November 2016;
  • List of the first 21 Notified Bodies in the scope of the EMC Directive, 2014/30/EU, on 22 April 2016 (already included in the NANDO database);
  • Guide for application of the new EMC Directive. It is in the conclusion phase and will be presented and approved at the June 2016 meeting of the working group on Electromagnetic Compatibility.

The next meeting will be held this coming 14-15 November in Zagreb, Croatia.
